Lieutenant Colonel Jeffery C. Higgins is a native of Florida. He graduated from the United States Military Academy and commissioned as an Infantry Officer.
Upon commissioning, LTC Higgins was assigned to the 101st Airborne Division at Fort Campbell, Kentucky where he served as a Rifle Platoon Leader in Charlie Company, 2nd Battalion, 327th Infantry Regiment, deploying in support of Operation Iraqi Freedom I. Later he assumed duties as the S-3 Air on the Battalion Staff.
In 2006, LTC Higgins was assigned to the 25th Infantry Division at Schofield Barracks, Hawaii. While in the Tropic Lightning Division, he served as the 1st Battalion, 21st Infantry Regiment (Gimlet) Battalion S-1. After his time on the Gimlet Staff, LTC Higgins served as a Rifle Company Commander for Bravo Company, 1st Battalion, 21st Infantry Regiment where he deployed again to Iraq, in support of Operation Iraqi Freedom ’07-’09. During this deployment, the Battalion in which LTC Higgins was serving was TACON to 2nd Stryker Cavalry Regiment within the Multi-National Division-Baghdad area of operations for approximately 4 months.
Then in 2010, following completion of the Eisenhower Leader Development Program, LTC Higgins assumed duties at the United States Military Academy at West Point, New York serving as both a Company Tactical Officer and the Executive Officer to the Commandant of Cadets.
LTC Higgins returned to the 25th Infantry Division in 2014, again serving in 1st Battalion, 21st Infantry Regiment--this time as the Battalion Executive Officer. Following this, LTC Higgins was assigned as the Brigade Operations Officer for 2nd Stryker Brigade Combat Team, 25th Infantry Division and then later as the 25th Infantry Division Deputy G-3.
Upon completion of duties at the 25th Infantry Division, LTC Higgins was assigned to Milan, Italy where he served as the J5 Plans and Policy Coordinator for NATO Rapid Deployable Corps – Italy (NRDC-ITA). Most recently, LTC Higgins was assigned to 7th Army Training Command at Grafenwoehr, Germany where he performed duties as the G-3 Chief of Plans.
LTC Higgins is a graduate of Infantry Officer’s Basic Course (IOBC), Infantry Captains Commanders Course (ICCC); Tactical Information Operations Course; Eisenhower Leader Development Program; and Command and General Staff College (CGSC). He holds a Bachelor of Science degree in International Relations from the United States Military Academy and a Master’s of Art degree in Organizational Psychology and Leadership from Columbia University.
His awards and decorations include the Bronze Star, Defense Meritorious Service Medal, Meritorious Service Medal w/ 2OLC, Ranger Tab, Combat Infantryman’s Badge, Expert Infantryman’s Badge, Airborne Badge, Pathfinder Badge, and Air Assault Badge.
LTC Higgins is married with three children.
